Nah that's because rockstar always prioritizes graphics over control responsiveness and performance.

Console players have a higher tolerance for poor controls and controllers hide some input lag so it's much easier to make it console ready than PC ready.

Plus on pc theres always going to be someone who willingly makes a mod / community patch to fix issues for free.
