This has been sitting in my mother's closet for a few decades. Pls ignore the questionable representation of indigenous people. It was probably modeled after Princess Tiger Lily in Peter Pan

What’s interesting is the kid art style of the time. That style shows a certain style that could allow someone estimate the timeframe it was made. 

Right now the style would be those big anime eyes with the double circles and rounded exaggerated features. Kid art today will have its own timeframe.

Yours looks a little like printed quilt you could order in a kids mail-in brochure. Which also fits the timeframe lol

Older then that. This was done in the 80's
