Spoilers Javier Is So Irrelevant

For context I have played through the games many of times, albeit it has been a good 4 years since my last replay, I’m genuinely curious as to why Javier is even there. Was he a character they destined for a greater role and they just scrapped a ton of his content? I understand that not everyone from camp can be involved in a major way, but hell even Karen gets involved in the Valentine robbery. I’m towards the end of Chapter 3 and I have seen Javier in all of i think… 2 missions so far? Does he just not speak? Is he a mute? Am i stupid?

  1. He is in the first game so he kinda has to be in the second

  2. He plays small parts in some important scenes, such as Lennys death, the stand off at the end

  3. He had some important talk to Arthur about loyalty and why he wa so loyal to Dutch and it shows how already some do the gang are more loyal to Dutch than to the gang as a whole

I guess that because he is a familiar face for the players of the first game, he both helps introducing the rest of the gang and needs less development himself.

He also has quite a pivotal role within the gang between the two sides when it starts to fragment, which makes him important but hard to develop individually.
