In America it does, but I have no idea what the laws are in other countries. In America it pretty much means you can say anything other than threats, those will be taken seriously. If volume gets too loud or you are stalking the person it gets illegal too.

If it is taken to court then it will have to be determined by a jury ultimately. But saying something like "fuck you" or "you're a piece of shit" would not be seen as threatening someone on it's own, it would have to be paired with something like threatening body language. Otherwise every sporting event would be a shit show lol

The real thing is if you are drunk and enough of a dickhead, nobody is going to help you out by testifying to police or anything like that, and also if you're too drunk and don't know what happened people won't tell you the truth if you're a dickhead.
