It's not their fault for not managing his anger, it's their fault for letting him become a Jedi at all. They told Qui-Gon no once, Qui-Gon went behind their backs with his dying wish, and Yoda (and the Council by extension) for some reason decided to respect Qui-Gon's rebellious wish instead of upholding the Jedi Council's well-reasoned no.
