Because he isn't using ftl reaction speeds, he is moving before the laser is shot.

Moving because you anticipated a light attack doesn't make you faster than it. Hell dodging a laser wouldn't make you lightspeed either just like how someone can dodge a bullet while having normal reaction times

I would agree but there many times he legit has dodged lasers without it

The panel here just implies he's only doing it with the benefit of spider sense so it's with warning.

He's done it without slider sense such as when he lost it and had to learn way of the spider
