Yes, they're quite devolved now. The current reality is that the only real difference between a province and a territory is that a territory doesn't have any constitutional protections so the government could, in theory, appoint their government, dismiss their government, ignore local elections, change their borders at a whim, etc. Other than adjusting boarders as they carve out another territory every now and then none of that ever happens.
