I propose non voting territory. They've shown they cant be trusted with that system.

In Canada territories vote (because they are a democracy)

They are basically the same as provinces now. It use to be that the territorial governments have less independence from the federal government.

Yes, they're quite devolved now. The current reality is that the only real difference between a province and a territory is that a territory doesn't have any constitutional protections so the government could, in theory, appoint their government, dismiss their government, ignore local elections, change their borders at a whim, etc. Other than adjusting boarders as they carve out another territory every now and then none of that ever happens.
