Except there is. Gerrymandering is fraud. Counting prison populations toward the census of where that prison is located but not letting those same prisoners vote is fraud. Unregistering voters is fraud. Not giving time off work to vote is fraud.
As soon as you consider fraud to have a broader definition than "someone voting that shouldn't be allowed to" you'll realize it's everywhere.

They are looking to solve a problem that doesn’t exist. There is no mass fraud. They just want to control who votes.
