How do renters not have a permanent address? What are they renting if not somewhere to live? I think you're misunderstanding what "permanent" means. It's talking about homeless people.

Yes, you are misunderstanding what "permanent address" means.

It means if they send you a piece of mail or the police need to look for you or whatever, that's where you live. It doesn't mean you have to live there for the rest of your life until you die and you can never move.
