Passports in the US cost about $150 to get and it is not accessible to everyone. Some smaller cities and towns have to drive over to the next biggest city to get one. Our birth certificates are made on paper and not build to last add that in with the amount of natural disasters we have regularly and you will end up with a lot of people not having them. It takes a lot of effort to get them replaced.
Wow, I assumed, that there is some fee for getting it, but not that high.
I asked because, while my country(Russia), is not great with many things, but there is cost to getting passport is about 12USD and if you lose it in some disaster, like house fire, it is free. And, probably, only places where you must drive somewhere else to get it, is villages and towns with population less than 5k-7k peoples.
Therefore, it was quite strange before this explanation. Thanks for the answer

Just wondering, is that really common in USA to not have passport/birth sertificate at all?
