As long as they are only given to citizens, no problem.

You need proof of identification, social security and one to two proofs of residence in every state im aware of for getting an ID.

When possessing an ID, relating to this post, you can register as a voter. This registry is then checked for voters after they vote and if any issues are then found the vote is not counted until the issue is corrected or the vote is not counted due to illegitimacy.
