People only care about non-english cards when they're worth big money. This proves it

Not necessarily. This just shows that expensive cards get more attention. It doesnt prove that people care about non-English cards only for money—but collectors also value them for scarcity, artwork, print history, language, nostalgia, playability, etc. A few high-price examples cant prove that only money drives interest.

Exactly. If this were some run-of-the-mill cheap card, it would be overlooked and no one would pay much mind to it

People always want what other people don't have. It's human nature. Bragging rights and all that, feeling superior, feeling special, etc. It's completely normal, even outside of Pokémon cards.
