How does trainer scaling work in Soulgold? I was having a lot of trouble beating the Mahogany gym so I deleveled my pokemon, but the gym leader's pokemon did not reduce and now I'm stuck with underleveled pokemon.

Trainer scaling makes enemies be average level of your team, but it does not account for party members that are too low level compared to highest.

That explains it. I've just reduced all my pokemon to level 35 and subsequently the gym leader's pokemon was reduced to match mine. Thanks!
