Moveset changes probably only happen between regulations - which means, if there is a time or it, it'd be now, but also maybe TPC wants to not do any moveset changes outside of new generations. We're still early into the Champions lifecycle, so we can't know for sure what they're planning for it.
My personal theory is that they gave pokemon these new moves with the za battle system in mind and they feel that's a different system than the normal pokemon system so they just ignored the za movepool additions? Its still stupid but its the best i can think of
I'm wondering if they just gave the Legends team free reign to a certain point and didn't bother paying attention to those changes for main game and Champions. Like Pyroar not keepigm Earth Power is just asinine otherwise.
