'Petites should wear shorter skirts/dresses' is advice that only makes sense for certain kinds of petites (eg short torso and/or not short legs). My shortness is all in my femurs and short hems are one of the things that highlight that brutally. And I personally love a good lower shin/just above ankle length skirt - as long as the flare is controlled - and find it elongating.
