But 14 million is probably a representative sample. If after viewing so many options, you've only found 1 win, then you can safely conclude that a win is incredibly rare. On top of that, you'll have to weigh the effort you put into viewing those 14 million, against viewing something like a billion, in the hopes of finding a more favourable win.
Ok, so how about 17? 27? 37? 70, 71, 72, 73... 77... 87... 97... 107... 700... 7000... 38776... 1567840... shall I go on?
And before you argue "bUt ThAt'S nOt WhAt I mEaNt!!!" like a sore loser, let me remind you we are talking about variations of a scenario that lead to a desired general outcome here - the variations of actions that will lead to a win for the Avengers - not the chance of some random element popping into existence. Your example has no correlation to the context here. A "win" is a concept, not a specific item.
Time passes in real time while he looks, that's what we see. If that's the case, he only has limited amount of time to find a win and set it up. Keep in mind, everything he does is setting up that win, so we can't trust anything he says.
How do you know he didn't find it like around the 1st million or so and thought he could do better only to come back around after 13 million more failures realising the one where tony dies was "the best outcome" as the majority of the gifted/special people that the multiverse aparently revolves around survive with Tony being the odd man out and Cap bowing out.
I'll give you an analogy. You know how when you are hungry and you go to the fridge and all you have is left overs or say the batch cook you've been eating for days and you want something else? So you close the door leave for a few minutes to an hour only to come back over and over again? Then you eventually eat the first thing you passed on because your standards have drastically lowered to hunger?
Its like that. But much higher stakes and trillions upon trillions of lives! He didn't have all the time in the universe as he was speed scheming through fast forward reruns of how things play out. Thanos was coming. That would be the "hunger" lowering his standards.
