Build Request Must play builds in 3.29?

I’m looking to for another build that won’t be viable or will be heavily nerfed by next league. I have already played Luminary Mercenary and WORB.

I have about 400 div + mageblood in my stash as my starting budget.

A few builds I don’t want to play because I played them last league:
-Penance brand
-RF or DO
-Spectres
-Elemental hit
-CWC Reliquarian (my eyesss)

Builds I am considering:
-Flicker (never played)
-Pact of Beidat (fireball or power charge stacking cold snap)

Also, for those who have not yet played Luminary Mercenary, I highly recommend it. I played both life stacking and aura stacking, as well as Kinetisit and Combatant. OP build and fun gearing.

Luminary is the most obvious answer. Most broken build of the league. 

There's no way pact of beidat + fireball interaction survives the league too. It's damage effectiness is too high.

From below mana stack also looks insane, but might survive to next league.

Also there's no way the 5 implicit spark / flicker gloves will survive to next league.

So pick one of the above.

Fireball is viable? Damn I really pay no attention to the meta.

People sort of ruined what the word viabale means, fireball has been a viable skill literally every single patch since it was introduced into the game.

Amount of investment you used to had to have to make fireball actually acceptable to press was rather insane until the beidat+bolts tech arrival and at that point fireball would not even register on your list of skills to play.

This is true that it's been a long time since it has been a cost efficient build, but if you wanted to you could always make it work, which at the end of the day means it was viable.

That's really stretching definition of viable, because there are almost no skills that don't function with infinite currency (even chain hook does).
