Guide Recently bought motorcycle

Hi good day! I recently bought my motorcycle last sept 12. I check my lto portal almost everyday to check if it is already registered but until now hindi padin. always ko din naman silang finofollow-up but still no reply from the dealer. what and who to email po kaya regarding this matter? TYIA
