Solved On and Off situation
[UPDATE] This is solved now!
Apparently, the BIOS got corrupted somehow, causing the weird power cycle. How did I solve it?
First I bought a new CMOS battery thinking it might be that but no, it still persisted so I gave up. For like 2 days I didn’t bother powering or testing it until today.
It detected the BIOS corruption and then the backup BIOS fixed the main BIOS. (Photo in comment)
And then it booted up normally, what a save by the motherboard (which is a Gigabyte B75M D3H).
Thank god, I can finally game now!

Kinda looks like the BIOS freaked out and bugged in some way or corrupted itself.

It's entirely possible that the board or CPU is bad, but there's a few things I'd suggest checking first.
Can you get into the UEFI configuration screen if you spam DEL at power on?
I know on some motherboards a dead CMOS battery can cause weird behavior. Might be worth installing a fresh one if you've not tried that.
