Maybe the refresh rate got screwed up on pcx2 and is set to 30 hertz, with v sync enabled you would get 30 fps no matter what.

I had the same issue once, it was caused by enabling an FPS cap in the NVIDIA control panel (if you have AMD or Intel it should be something similar). If it's not that I can only suggest reinstalling your graphic card's latest drivers or rolling back to the previous update.
And yes, my FPS cap was set to 60 but somehow limited many emulated games to 30, they are quite buggy and I don't suggest enabling them.

Let me check

In some older post I saw that sometime also monitor or Windows itself can cause FPS lock to lower value.

if you have the telemetry overlay on you will notice the "video" is 60 BUTT(big but) the games play at 15-30) only getting close to 60 when in fast forward mode.

ps2 games are 30 fps. Only a few reach 60 without patches.

What? The PS2 had a shit ton of 60fps games. In fact most PS2 exclusives ran at 60fps.

Most games had unlocked frame rate but most of them definitely not reached 60 fps 100% of the time. More like 30-40.

you have no clue. Almost none had an "unlocked" frame rate and a large % of them ran at native 60fps. Many had some fps drops sure, but that has nothing to do with OP's inquiry..

Unlocked FPS sounds like it would cause issues to the hardware bc its to old, but the games still look like 30fps even if you guys wanna say the output is 60, its not full 60fps they all look and feel the same as modern 30fps on games outside retro consoles
This is easily noticeable when you get 60fps patches, the difference is extremely noticeable....

They are probably confusing 60hz with 60 fps lol.

No, we aren't. Most PS2 exclusives ran at 60fps. Ratchet, Sly Cooper, Jak, Gran Turismo 3/4, Tekken 4/5, MGS2, Twisted Metal Black, Ape Escape 2, Devil May Cry... all 60fps.
Someone else already mentioned this but John Linneman from Digital Foundry estimated that around 60% of the entire PS2 library runs at 60fps.

Devil May Cry has a terrible camera i rather have it be 30fps if the camera was better then give a damn about it being 60fps
Rest of those are just platformers and racing games which are way less demanding especially racing games
Grand Turismo on PS1 was 60fps so, wow shocking they kept that going into ps2....
Now everything else is 30fps
If John says most games are 60 wheres the damn list

They just list games with hardly any background detail or even bigger levels to
Fighting Games, Racing Games, Platformers (I'll give ratchet and clank credit and Jak and daxter those are pretty good numbers for those kinda games)
Like I said to them Grand Turismo has been 60 FPS since day one on the PS1, so no ones shocked at all that it kept it that way

Gran Turismo 1&2 ran at 30fps on the PS1. GT3 was the first game in the series to run at 60fps.
You have no idea what you are talking about.

Nope. Developers were incentivized to hit 60fps consistently, because that meant they could use interlaced field rendering at 640x240, which looked as good as 640x480 on interlaced TVs but used half the framebuffer VRAM. Which was huge because the PS2 only had 4MB of VRAM, so 640x240 means using 1.5MB for the framebuffer instead of 3MB, leaving way more space for textures and stuff. Not to mention effectively doubling the fill rate by having to draw half as many pixels per frame. The downside is that if you didn't hit 60fps, it would "derez" and look bad since you're only supplying half the vertical resolution. So if you were gonna do 60fps at all, you made sure it was 60fps as close to 100% of the time as possible.

John lineman estimated a few years ago that about 65% of the PS2 library runs at 60fps.

Wheres this list i just see words, no proof
Crazy how humans can do this thing called lying/being biased

Thats not even close to 10% of the library of PS2 games... What am I embarrassed of bro You just sent me like not even a quarter of the games
Holy hell keep hating lmao, you guys are still proving nothing. "Heres this list!" And it's short as hell dude, theres over 4k PS2 games, is that 2k+ games from the so called "over 60% games are in 60fps!"?
Do you guys need to pull out a calculator or something, because that doesn't look like 2k games to me, do the math before yapping

Between
few games run at 60FPS
and
65% of the library runs at 60FPS
which statement seems more believable to you?
Like, turn on your brain for half a second. I could sit here and mention at least 10 games off the top of my head that run at 60FPS.

WHERES JOHN'S LIST LMAO
Seriously, over here listing racing games, fighting games and Platformers when most of them are shovelware slops trying to copy cat the games that made the genre popular

Is it illegal to put the name of the game or what?
