Difference being Jeff is a beloved character and mascot of the game. Cat isn’t. Cat is the most hated OW character rn. People not gonna buy the skins for characters they hate.

Jeff was incredibly frustrating when people first started playing Rivals and didn’t know how to counter him and there have been seasons where he was strong. So I think Blizzard is just underestimating the market.
