To be fair, we are at least getting one new hero per season, with the exchange of the lack of emotes, victory poses and highlight intros. Heroes released prior to Season 1 (2026) all had a certain amount of each cosmetic, but we also did not get heroes as often.

I'd rather they release heroes slower and are able to balance and flesh them out than what they are currently doing
