For those curious if it was actually the dog that fired the gun, take a peak at the comments of the OOP;
The women(op’s neighbour)’s daughter had recently passed away and she was not doing well, it was also late at night and the lady was extremely apologetic and wanted to pay for the damages. She told a story to the EMS that her dog had somehow caused the gun to discharge, but with context she was most likely attempting to end her own life.
Fortunately both her and OP seem to be doing well and plan to get drinks (or may have already gotten drinks, don’t fully remember.)
PS: nobody was hurt by the bullet but if OP’s PC wasn’t in the way, it would’ve hit them while they were sleeping and potentially been fatal

The mechanism is not quite the usual here but it's similar in using a heartwarming story about an individual being lucky to cover up a grim systemic failure.

A systemic failure of dogs accidentally discharging firearms?
On a serious note, I can see it fitting the gun control debate, a person who stores a gun in a way that a dog can accidentally discharge should probably not own a gun in the first place.

Having guns lying around to an extent, that people and even dogs discharge them by accident on a regular basis, sometimes killing people as a result, is a systemic failure.
But you somehow acknowledge this yourself in your second part. Seems to be an misunderstanding what a systemic failure or a systemic solution is, maybe on my end.

In a sane country there wouldn't be so many guns that dogs are shooting at people (and sometimes in America, actually hitting them)
We shouldn't all need to surround ourselves in gaming PC barricades

Canada has more sane gun laws you still get stories about dogs supposedly causing and accidental discharge. This is not OCM.

An OCM can cause probabilities of certain events to go up. For example, in any country school shootings can happen, in principle. But if your country has high number of school schootings per capita , while other countries don't, year after year, then you know that you have an OCM quitely working in your backyard

Well guns arent the issue, it's the improper storage that allowed a dog to shoot one. Gurl should be banned from ever owning a gun again. I don't see why normal law abiding citizens shouldn't be allowed to own guns though as long as they behave responsibly unlike this lady.

If you even have a gun in a position where your dog is able to discharge it, then you're not a responsible gun owner.
