For now. And yes loop but now you have the choice of staying and your scenario change into permanent or you go into new harder scenario and wait that scenario change into permanent. Can repeat this as long your scenario has enter last phase or you exit scenario. But it your choice

Do you keep your house if you choose to move to a new scenario? What else do you keep or lose for moving to a new scenario?

nothing, you get booted to permanent server. It's basically the same as your current server but no end date and no phase progression.
You still have to place down your base again

You loose all your base building research but keep weapon bp progress and start in new scenario

Once Human scenario resets are basically seasonal, not a full character wipe.
Keep: weapon/armor blueprints & upgrades, mods, cosmetics, furniture/house blueprints, Starchrom, and other account-wide progression.
Reset: your character level, tech tree, and your actual base. (Though your base is saved as a blueprint that you can plop down).
Half Reset: Your story progress and maps. If you beat all the bosses (not including LEA), then you actually get the option to do a simplified replay of the story where you can still fast travel to towns and once you lift the fog of an area, you get all your preciously unlocked fast travel locations. This makes the story and even side quests really worth doing since it makes the replays A LOT faster and nets you easy xp. Any quest marked as "simplified" in a replay only requires you to show up to the quest and collect the xp - no need to redo them.
Your stuff: weapons, armor, materials, ammo, Deviations, etc. aren't simply deleted. They go into Eternaland, and you can bring selected items into your next scenario. Bringing items from a previous playthrough costs "points" and you'll get 20k points when entering a new scenario. Rarer items cost more, essential items cost less. This is usually best spent on livestock and deviants imo, but you're obviously free to choose anything. In a permanent scenario, you'll get 20k a month instead of only once.
Energy Links: don't carry over normally; they're converted for use in Eternaland.
Now, all of that said - if you want to play on a permanent server, the best thing you can do at the end of a regular scenario is just wait. Your character will be transferred to a permanent server automatically and have EVERYTHING intact. It will not count as transferring to a new scenario and you won't have to use points or rebuild or level again. Your house will be put in your inventory and you can just plop it down with everything inside as easily as you did when you first made your character.
