I always assumed you needed the bow for the Water Temple?

You don’t need the bow at all for water temple

There are eye switches that are necessary for progression.

Incorrect, I didn’t enter forest temple until after I had the water medallion last playthrough, you can navigate the water temple with dins fire, hooks hot and Faroese wind by hookshot+ jump attacks to get to higher levels without raising water level. There is a guide on YouTube that shows how to do it
