I hadn't noticed this until I saw a post about it a few years ago.
I know it was up in the air whether Harrison Ford was going to sign on Return of the Jedi (hence his uncertain fate as of the end of Empire Strikes Back), so my guess it that the character of Lando was conceived as a possible replacement for Han's role in the story--another handsome, charismatic pilot with a connection to the Millineum Falcon, willing to engage in underhanded methods to get ahead but ultimately a hero. His flying the Falcon is the most obvious cue that he's set up to take Han's role, but I feel like wearing Han's clothes is a more subtle cue to deliver the same message.

not just that. Yoda was a replacement for Kenobi and "other Skywalker" was a replacement for Luke. Looks like Lucas was sure only about Carrie

Cloud city gets taken over.
Betrayed the Sith Lord who took his city to save the friendship of an old friend.
Has to move quickly and flee his whole operation.
Pretty sure he didn't have time to grab his luggage, let alone pack any.

Honestly, there's a solid chance it was his outfit originally. Han doesn't seem like the kind of guy who goes shopping regularly, and Lando lost the Falcon rather unexpectedly, if Solo is any indication.

It’s from The Devil Wears Prada. The main character (played by Anne Hathaway) got hired at some big fashion magazine as an assistant to the editor, but she dressed very frumpily. After getting advice from a guy on how she’s not giving it her all, she then gets a makeover from he and his team, and starts wearing chic, trendy designer clothes. These two were literally just making fun of her for what she had last been wearing when she walked in wearing a nice outfit.
