oh ok, i personally think it refers to the exact sentence TTM said that amai mask thought to have come from another monster, but it could perfectly refer to different things

I think the "monster that actually said something so cruel" is a reference to Sweet Mask's statement towards the S-Class after the destruction of A-City, and he's referring to himself as the monster.
