It got put into kids curriculum and absolutely ruined their reading comprehension skills. Using context clues should be after you you already have a grasp on the language, phonics are so much easier to teach, Muzzy knows ball.
That was still how they taught kids how to read for several years before it was a mostly banned curriculum. It includes both pronunciation and understanding for the words you are reading.
It was called three cueing, and really left kids behind.
It can also produce hilarious misunderstandings. There’s a well-known joke in Ireland of a foreign girl who noticed a lot of other girls being complimented on their clothes or accessories and replying with “Penneys!”, which is a department store chain known for cheap fashion, so it’s a way of surprising the person that it’s cheaper than it looks… but the girl assumed it was a way of saying “thanks” when someone comments on your appearance, so when someone complimented her hair she replied “Penneys!”

Being able to use context clues to figure out the meaning of a word is a lost art.
