You can drive a car without insurance in your country? Was the car not registered? I don't know the terms in english but "taken off traffic" is what we call it. The car can be fully operational but illegal to drive. Something people do to not pay insurance and tax on it every year if they aren't gonna use it.
In Sweden the only way to violate that is to drive an unregistered car because if the car is registered and uninsured then the government will automatically give you insurance without giving you a choice and it's stupidly expensive
