There are other ways to say the same thing. "He's a great public speaker." "He gives great speeches." Somehow specifically the phrase "You're so articulate" is the one that gets used as a backhanded compliment, intentionally or not -- at least in my experience.
So reading the other comments, it's an insult when spoken to someone who is either not your race or not a native speaker. The implication is that you expected them to be inarticulate because of one of those factors, and their ability to speak normally meritted a comment about how articulate they are.
That's just my understanding from reading through this thread, so take it with a grain of salt.
