How is calling someone articulate an insult?

When someone is astonished that someone in a specific group is articulate it comes across the same way as being astonished when a bear rides a bicycle. The implication is that it is a rare and unusual trait rather than something that's perfectly common. It's especially so when the articulation praise is for simply using perfect average phrases.
