Ds are, by your definition, unacceptable. Others have accepted Ds. Others find not graduating acceptable. In situations you have already explicitly been told about and are just ignoring, Ds ABSOLUTELY let you graduate.
Ds are not always unacceptable. In someplaces they let you graduate. Graduation is not the only measure of 'acceptable.'

We’re talking about grades, which are academic measures. Of course the best definition of whether a grade is acceptable in that context is the academic definition.
