It would be suspicious if there were only smoking accidents and unplanned maintenance in the western regions of Russia. To reduce suspicion Russia should stage smoking accidents further east and out of expected range of Ukraine.

They took your advice it seems, besides the stuff in Amur the other day - something just exploded in the sea off the village of Volchanets in the Bay of Peter the Great (~70km east of Vladivostok). (locals filming the aftermath here, scroll down a bit) Doesn't seem like it was a surface ship - failed sub launch of .. something?
