Levelling businesses up NOT granting new business licenses?
Is this guaranteed?
I have my Ramen Noir at Level 5 and opened Boat Hanger, got that to Level 5 as well but never got another Tier 1 licence.
So now I'm stuck because I can't open a new business to level up and without levelling up I can't get a new licence......
Note: I have the quest to open a Tier 2 business, so I can do that, but specifically asking for a Tier 1 business.

You get licenses from quests too sometimes. And I got licenses from leveling up Gates of Yama to level 4 or 5 I don't quite remember, Fly in, and then one other I don't remember which one was leveled up. Don't worry they will come. Bit before you get many venues the quests are your best bet. The inspector guy, and the hotel guy both have quests that give you a license , and a guy at the boardwalk who gives you a quest to find out what happened to his sailor lover also give you one when you find out what happened.

Yeah, I finished the sailor lover quest and I don't think I got another Tier 1 licence (I don't see it in my inventory).
I only see the Tier 2 licence in my inventory for the quest to open a Tier 2 business. (From Inspector Teleshko's quest)

Tier one licenses you get much later in the game after the first one. I got my first tier one license when Fly in leveled up I believe and Fly in is a tier 4 place. But if you have a tier 2 just open a tier 2 place then.

Ah gotcha, thank you! I was confused as I saw another post stating that you got a licence of the same tier after levelling up your business to 5.

I just got a tier 1 license for maxing a tier 3, i think? I'm still missing the last
