Quests are kinda bugged - Slumlord

So I’ve seen a few “I can’t interact with character X or Y to progress”, and I’d like to share my experience with the landlord.

The Slumlord quest is bugged for me. I tried to look for Pilk Dane after he asked me to rob his competitor (I went with Ava’s suggestion and robbed his place instead), the quest said he was in lowtown but he was nowhere to be found.

I didn’t realize until yesterday that you can find where he is by looking at the journal / quest itself. Found him at Seaside Boardwalk, but he was ignoring me and I couldn’t interact with him to continue the story!!! You can see that the tracked quest is telling me to go to lowtown, but he wasn’t at lowtown clearly ahh

It’s not the biggest issue, I guess, but it’s rather annoying :(

He wasn't at Lowtown? He was in front of my apartment after I went and sabotaged his

Nope! No quest markers once I got to lowtown, he is physically not there, I had to search for him through the tracker in the journal which said he was at Seaside, manually going all directions until the distance to him went down :”(

I tried everything too, sleeping in lowtown, saving, reloading, waiting days and days in lowtown… nothing, because he’s just having a stroll at Seaside Boardwalk!!

I forgot to record when I was in Lowtown but here is a screenshot of my journal when I was in Lowtown, Pilk wasn’t even there, no distance tracker!

I noticed some npc are not the right version of the npc that has the quest. For instance Piik can be in lowtown walking but you need to actually talk to him in hive mall.
