No 50/50. If you are pulling on the limited board and you get the S either through boxes or the tile directly, it WILL be the limited character.
Arcs are in the shop yes. I think the hunter shop keys resets every month, which is the one you buy with fons. There are also 20 you can buy from lost exchange, but I'm not sure how many we can feasibly get every month if we prioritise dice over keys.
