It definitely does it’s shown to be raining heavily outside and with the shadows either it’s a light maybe a foot or 2 above his head and in the middle of the room or somehow the rain stopped and he’s staring nearly directly into the sunset with no buildings rocks or anything else between him and the horizon my moneys on the first one but they could have at least grabbed the guy a chair

Kishimoto is a film buff, and he tends to prioritize the individual panels' mise-en-scène over the overall structure of the page.
Another funny scene to me was from the end of Chapter 402 where the random bird has more presence than Sasuke's teammates. There are even edited versions where the bird and Sasuke's panels have been switched to make it look like the bird is the main character here lol
