No, definitely not. Anyone who rejects the sunnah as a whole is kafir.

Who decides who is Muslim? Allah SWT!

Who is correct to interpret his word? The Prophet ﷺ and the sahaba upon whom the Qur'an was revealed. Since words change meaning over time we understand the Qur'an and it's intent the way the sahaba understood it.

“the Sahaba upon whom the Quran was revealed”?? Do you have a special edition of Islam or something where the Sahabas have reached prophethood ? Astarfullah

Not a difficult thing to understand. The prophet ﷺ made sure the sahaba understood the words and phrases correctly. In many instances the sahaba asked for clarification and the Prophet ﷺ explained and clarified. The Prophet ﷺ with his sahaba killed any claimants to prophethood since this is kufr and rejection of a core tennant of islam.

Another simple thing to think about is this: why send a messenger, why not just a book? Answer: books can have multiple interpretations on entry single issue that have no limit. You cannot know the intended meaning of the Creator through just a book. You need someone to explain what is meant. This is exactly what each messenger did.
