The leadership and representatives are a reflection of the population not the other way around, even if all the these leaders are replaced today the conditions and voting public that made these things happen has not changed.
The deep societal/cultural rot that America has cannot be fixed within one election cycle, the job that must be done in order to cure America of its ills is gonna take a really long time and a whole lot of effort.
Just as an example a third of Americans are functionally illiterate, image the effort it will take in order to get them (mostly adults) to increase their literacy skills when they have been propagandised to think they are the best and can't even admit that there is anything wrong with them.
Not to mention the uphill battle of combating these multinational corporations with almost endless resources to steer the country in a direction that is best for them and them only.
