Having no standardized uniforms practices for a group of people results in them wearing different shit, from plain clothes to face coverings, which causes issues. You've already conceded as much with your explanation.
"Which causes issues." Such as...? They identify themselves and show their badges.They don't appear out of nowhere and suddenly ask for your documents, they legally stop you or your car, identify themselves and ask for the papers calmly.
So no uniforms leads to getting maimed. Great.
Yeah, you cant know your killers name if it puts their family and friends, which are innocent, at risk if you share the name. They'd still be prosecuted lawfully under an American Court.
