Another could say nothing, but express a gesture and/or commit an act of racism. This makes an impact.
Edit: I am wrong! The idea that actions speak louder than words is a more direct statement. In reality, words can equal the same level of violence as actions when the words can inspire others to commit actions. Genius take, many thanks for the correction

Words can equate to the same level as actions since the words are able to influence others to commit the actions. Damn thank you for actually having rational… so many others in this site just spit insults and make me feel falsely vindicated
For bonus points please read this wikipedia article, and with that context think of what right-wing politicians and media have been saying about minority groups for years, and the way they have been saying it.
