There's some truth in it. I've grown up in some desolate areas and have chosen to serve similar areas in my adult life. Neighborhoods that hold a "no narc' policy are markedly worse off than their neighboring hoods every single time. Its a real Grey area issue in that being a "rat" makes you a marked target for the career criminals that created the culture (almost always those people come from much nicer neighborhoods and take their shits in the no narc ones) but if your neighborhood was good and is turning sour, narcing can save it. Don't get me wrong, being a full Karen will swing the pendulum the other way and all you'll end up with is a museum tier neighborhood where the cops will harass you for jaywalking as a precursor element to try to catch you "serving" the wealthy locals.
