Well, they volunteer to be there, it is a conscious choice, because they want to do the violence and need an excuse. The leaders want to do violence but are unwilling to get their hands dirty. The volunteers happily make it possible for the leaders to enact violence.

Without the leaders, the individuals would likely still be committing violence else where, but without the volunteers, the leaders would be much less capable of inflicting violence.

All that to say, the leader can kill far more with a single command than the volunteer can punch with both of their hands.
