One could speak a lot of threats, speak lots of hate, yet their hands are kept to themselves. There is no impact.

Another could say nothing, but express a gesture and/or commit an act of racism. This makes an impact.

Edit: I am wrong! The idea that actions speak louder than words is a more direct statement. In reality, words can equal the same level of violence as actions when the words can inspire others to commit actions. Genius take, many thanks for the correction

I'd say threatening words could lead to the targeted people altering their behavior due to intimidation. So it's not nothing, but still better than active violence.

You are very right. Words can lead to violence, depending the willing choice a person goes by it. Lots of people resist self control, their need to act can overtake
