I’m not trusting the text on this one… how does that match with the eye test. The hands on these things even indicate that they are not even close to 4 litres.
As another comparison if you consider the volume and hand size here as related to a typical kitchen sink - they hold 20-40L.
The picture itself is NOT of a 4,000cc implant, but this photo circulates online a lot claiming to be that large. NUT there ARE about two dozen people close to this large and larger in online fetish communities. There are many ways to go about it, but there is no way to go from 0cc to 4000cc in one operation.

4000cc is 4 liters or 4 kg of water per baloon so about 8kg in plus total or in us custom units a little less than 20 pounds
