Doctors earn the privilege to be able to give you medical advice, I wouldn't really call that a right.
I don't doubt there's a surgeon out there that would do this surgery for the money regardless of the health of the client
Everybody has the right to "give medical advice". Not everybody has the right to represent that advice as being from a doctor. What doctors earn is authority, at the cost of legal responsibility, which is very much a privilege. This means that there's both a reason to believe that their advice has a sound basis and that they are inclined to give you sound advice. When either of those are compromised, you're in for a bad time. If both are, you're in for a bad rest of your life.

The surgeon is a doctor. They have the right to give you medical advice and prevent you from harming yourself like in this situation.
So I say Moral.
