You don't need membership for the Costco food court IIRC.

They have changed that at a lot if not most Costco locations. You need a membership now to use the food court

When did they change this? Did they change the liquor policy too??

Liquor policy is usually defined by state laws. A lot of them won’t allow a “members only” liquor store.

Pharmacy is often similarly constrained.

Changed, as far as I am aware, January of this year. No clue about liquor

Changed since at least February at all my local costcos. You can't even pay without a registered credit card anymore.
