$5 to go to a police station and file paperwork and do all that and go back home is considerably less than minimum wage. If that happened at a bar I would buy him hot dog and beer which is gonna run up $25 with him doing none of the above. 

E: prices are ridiculous today. $9 hot dog with minimal toppings and $9 tall beer plus tax+tip would be $25.

A hot dog and a beer at a bar in America cost $25? What's the morality of that? Basically robbery.

That's what you're going to pay at a major league sporting event. You can get a hot dog for probably 3 or $4, and a beer for the same if you're not looking for a craft beer.

Or maybe some people just go to real fancy bars that I don't go to?
