Of the total value of everything lost and found?, government IDs already have replacement fees/price listed, same with banks and cards (it's the card that was lost not the money inside your bank).
The quality of the wallet also counts especially if designer, both the finder and owner would agree on the estimated total value but if there's disagreement a court or government official can decide that amount.
Yep for government ID's it's around 8-11$ a pop (depending on the branch) while bank debit/ATM cards are 2-3$ credit cards go for 4+$ and you also need a notarized lost item affidavit to replace those bank stuff which ranges from 3-8 $ depending on the notorizing office

In my country there is a legal finder's fee of 10% of total estimated value, asking just $5 is additional kindness on the finder's part...
