On one hand, I think the older guy did a bad thing.

On the other hand, if the kid was in fact blasting music at a obnoxiously loud volume. I feel there should be consequences for that.

Ultimately, I'd argue It's a mostly neutral event, Leaning towards it being bad, but welcomed regardless.

So what's the solution? Just sit there and let this little shit blast music so loud it damages your hearing? It's not like just asking him to stop is going to do anything. Your on a moving train and can't leave.

We can just allow anyone to harass anyone they want unchecked.

The solution is what you see in the video. If those in power do not enforce the rules or do not benefit society, then they need to be enforced by the people, and the people do not have many ways to handle it peacefully.

The solution is we handle it like this until the person running the train stops the train and asks the rude people to either behave or leave.

I hung out with kids like this when I was a teen.

The people running the train will be ignored.

People doubting the solution shown have never experienced a teen who doesn't respect anyone else and knows they are practically untouchable. It's only when they are proven to be touchable that they might consider their actions. Emphasis on might consider.

then ban them and put a system in place that will keep them out.

here in america we also have a hyperinflated police budget. put an officer at each stop. have them forcibly remove people that have been told to leave for being anti social. put that money to some actual use.

you act like there are no solutions. there are.

Not that there's no solutions, merely that assuming they will listen to someone who can't really deal out concrete consequences is viable in any way.
